The claim, in its accurate form: from 1953 the CIA ran a programme of behaviour-control research spanning some 150 sub-projects, including administering LSD to people who had not consented, at universities, prisons and safe houses, with no meaningful oversight.

Suspicion circulated for years and was dismissed as fantasy. It became undeniable in 1975 when the Church Committee and the Rockefeller Commission examined the programme, and again in 1977 when a cache of financial records that had escaped the 1973 destruction order surfaced under a Freedom of Information request.

Confirmed. Director Richard Helms ordered the files destroyed in 1973; roughly 20,000 documents survived by accident. Frank Olson, an army scientist dosed without consent in 1953, died in a fall from a New York hotel window days later; the government paid his family a settlement in 1976. The 1977 Senate hearings put the sub-project count and the unwitting dosing on the record. What the surviving files do not support is the wider folklore built on top: no evidence of successfully programmed assassins, and the destroyed records mean the full subject list is permanently unknown rather than secretly known.
