The allegation is that health authorities knowingly gave advice they did not believe, to preserve masks for hospitals, and lost credibility they needed later.

The reversal was visible to everyone in real time; the reasoning was confirmed afterwards by officials' own statements and by internal correspondence released to reporters.

This one is documented. In early 2020 the US Surgeon General and the WHO both publicly discouraged general mask use; Anthony Fauci later said explicitly that a driver was fear of a run on supplies needed by health workers. Guidance changed by April 2020 as evidence on presymptomatic and airborne spread accumulated. The mask evidence base itself remains genuinely mixed on population-level mandates and clearer on well-fitted respirators. The documented failure is not that the science changed — it is that advice was shaped by a supply problem the public was not told about, which is a reasonable thing to be angry about and a poor reason to disbelieve everything that followed.
