The claim as it is told: that a rehearsal held six weeks before the outbreak, involving public-health bodies, a foundation and industry figures, is evidence the pandemic was planned or expected.
02Origin
The exercise was hosted openly on 18 October 2019 by the Johns Hopkins Center for Health Security with the World Economic Forum and the Gates Foundation. Video and materials were published at the time. It gained a second life online in early 2020 as the resemblance became visible.

04What's known
The exercise was real, public, and used a fictional coronavirus scenario; the organisers issued a statement saying it was not a prediction. Pandemic tabletop exercises are routine and several preceded it, including Clade X in 2018 and Dark Winter in 2001, which is the strongest argument that the timing is coincidence rather than signal. The strongest argument on the other side is not the exercise itself but the pattern around it: preparedness planning that anticipated the event in detail sat alongside a public response that behaved as though nothing had been anticipated. No document from the exercise describes an actual outbreak, a release, or an operational plan. It is filed here as a claim, because what it is taken to prove is not what it shows.
