America created al-Qaeda
Claimed for: The claim that bin Laden was a CIA asset
The claim is that the CIA recruited, funded and trained Osama bin Laden, making al-Qaeda an American creation. The documented programme underneath it is real; the specific link is not.
01The claim
As it circulates: the CIA created al-Qaeda during the Afghan war, bin Laden was on the agency payroll, and the 2001 attacks were the CIA's own asset turning on it. The strongest version holds that al-Qaeda was a deliberate American construction that was never truly disowned.
02Origin
The claim fuses two separate things. Operation Cyclone, the documented CIA programme arming Afghan insurgents, is conflated with the Maktab al-Khidamat network bin Laden and Abdullah Azzam built to channel Arab volunteers and Gulf money into the same war. A 1998 Brzezinski interview, in which he said US support predated the Soviet invasion, is routinely quoted as though it were an admission about bin Laden, which it is not. Some early versions trace to reporting that assumed the two funding streams must have met.
03What's known
No documentary evidence has surfaced of US funding, training or handling of bin Laden, and the CIA officers who ran the programme have consistently said the agency worked exclusively through Pakistan's ISI and dealt with Afghan commanders, not Arab volunteers. The 9/11 Commission examined the question and found no such relationship. Bin Laden's own money came from his family's construction fortune and Gulf donors, and his stated grievance from 1990 onward was the American military presence in Saudi Arabia - a poor fit for a handler relationship. What survives scrutiny is the weaker and more serious claim: the war the United States funded created the networks, the veterans, the training camps and the arms markets al-Qaeda later drew on. Created the conditions is defensible. Created the organisation is not.
Documented risk
The claim's real cost is that it obscures a better-evidenced criticism. Arguing about a CIA payslip for bin Laden lets the documented failure - arming factions through an intermediary with its own agenda, then walking away in 1992 - go unexamined.
